   Scroll to “security.tls.version.max” and select it.
   Press enter to open a popup for the integer value. Type “3” and press OK."

Did this only to find that all appeared to be in order. FF works on android, just not on laptop.

The https://www.cvs.com/ gets a very good rating as a secure site and Firefox should work on it just fine.

Why it is not for you could be for different reasons.

Date/time is incorrect on OS, a proxy in use, a antivirus trying to be helpful by inserting its own certificate which instead often times causes this issue.
