Which setting do you see if you select "Use custom settings for history"?

  • Firefox > Preferences > Privacy > Firefox will: "Use custom settings for history"

If "Remember History" stays selected then that means that all history and cookie settings have the default value.
"Use custom settings for history" only stays selected if at least one of the History or Cookie settings is not the default to make you aware that changes from the defaults are made.

The default is to accept all cookies.
