I running 768.11.0. its been a few years since I needed to change passwords but I can not find any option to change a password for a SMTP / POP3 account. Where is that option located ?

You'll need to login to your account via web browser, and change the password there. Thunderbird can only remember your account password, but you cannot set a new account password from within Thunderbird.
