Can't create new message, can't enter text in message

Forgive me if this is a duplicate message.

Past few days can't either create new message in Thunderbird, or reply to incoming messages. "Write" button does not respond to click; "reply" button opens new message field, but field won't take keyboard input.

Starting in Safe Mode solves the problem, but there are no add-ons, etc., to remove.

What besides add-ons might be causing the problem?

This is Thunderbird 60.5, Russian-language version, running Russian-language Windows 7 SP1 32-bit

Safe mode applies other things besides disabling add-ons. The first thing I'd try is, when the safe mode prompt appears, check 'Reset toolbars and controls' and click 'Make changes and restart'.
