Navigation icons disappearing

Sometimes when I visit websites, the menu navigation icons disappear (they are still clickable but the icon is not visible, and may return by waving the cursor over). This happens sometimes simultaneously with an inability to display images or video in the website itself. I actually did a full uninstall via Windows Control Panel and then fresh install and the problem is still there.
