Can't open saved web pages offline

If I save a webpage to my files to read later, sometimes it will not open. If my notebook is offline, and I open the file, say a saved wikipedia page, Firefox will open it, but the page will only show the borders and links, not the rest of the page. A bar at the bottom says contacting en.wikipedia.org, and then nothing else happens. I have an almost blank page, that's not what I want.

That made things worse, now I can't open them at all.
