I can send emails when I am using my office internet.

However, when I return home and I am connected to my home internet, sending emails is not at all possible with the following message being shown:-

"Sending of message failed. The message could not be sent because the connection to Outgoing server (SMTP) mai.kychoi.com.my timed out. Try again"

Please advise.

I have even tried changing the port number from 25 to either 465 or 587, neither works.

Do the owners of the network the mail server is on allow access from outside their network to send mail? There are certainly some businesses that locks sending down to only those authenticated on their network, either through physically being there or a VPN.
