If you account is with a provider listed here. https://autoconfig.thunderbird.net/v1.1/ And Thunderbird tells you it can not locate your settings your problem will almost certainly be with a firewall blocking Thunderbird from accessing the internet. It is very common and is the cause of the majority of connectivity issues I see.
