Try typing you password in notepad, make sure there's no extra space on either side of the password and then just copy and past.

Is this a pop-up to enter the Primary Password and unlock the logins stored in the Firefox Password Manager (about:logins page) or do you not have the PP set and get a prompt to enter the Windows Hello password ?

In case of the latter, you can consider to set the Firefox PP and use that instead.
