Global extensions don't need user permission yet, this was designed for sysadmins to install them for all users.

Of course now that the capability has been abused by third party software, bugs filed about this will lead to it being fixed in future versions of Firefox.

According to this comment, the "fix" is for system administrators and Firefox customisers, the "average user" won't be able to do anything more that they can already do - disable the addon in the Extensions window. https://bugzilla.mozilla.org/show_bug.cgi?id=381525#c5

But it might open up the opportunity for an extension developer to create an extension that gives the individual user some sort of "lock" or control over global / registry installed addons like that.
