Firefox syncs to 60 fps while monitor is 85, 100, 120, or 144Hz

Firefox does not vsync at all. There is terrible tearing when scrolling, and it is nowhere near as smooth or clear as other browsers. Websites that test web browsers frame rate always report 60fps. My firefox version is 49.0 & I think it's 64-bit.
