I tested it with http://www.websitedown.info/ it apparently is up for me and I live in the US. I would suggest using a proxy of another country. I use this proxy... www.daveproxy.co.uk/ It is UK based

That's because websites can tell which city you're accessing the internet from. A long time Firefox fan created the http://browserspy.dk/ website a while ago, which has a lot of good tools to show you what information web browsers reveal about you. In this case, look at http://browserspy.dk/ip.php and http://browserspy.dk/geolocation.php

There are some tools out there, which allow you to disguise you location, but a lot of people tend to exploit it for unethical use.
