I have lost my contact list on both Yahoo e-mail accounts. Says "0" contacts and gives an error message " -99999"

Using windows 10. Recently e-mail contacts disappeared and it will not allow me to add contacts to start a new list. Shows error code -99999. Makes not difference which browser I open the e-mail account in. I think it might have happened with a Windows 10 up date, but don't really know. Also, Yahoo.com will not open in any of my browsers (Explorer, Firefox or Google) HELP!
