xul runner dialog can't find application .ini shows up at startup, why?

when i start up from off, this dialog box shows up xul runner and in the box are the words, 'can't find application .ini' , i can work by clicking ok... but why does it show up and how do i get it to stop?? if i go to hibernate, and restart, it does not happen... it only happens on cold start , it is the FIRST thing i must do ... it happens every time i start from off..
