Cannot get into the internet after 10:00 p.m.

After 10:00 p.m. I cannot get into or use the inter net. I do have an account with you and I thought I could use it at any time to get in to the inter net with security.This started happening about two weeks. How can this problem by solved.

I would like to change my secondary email from 1949.m@sbcglobal.net to yut507@att.net. I am requesting this at this time because I do not know how to contact you to have this done.
