Every search in any browser only gets 403 (Forbidden)
Every time I type in a search in any search bar I get this Page. The URL will change to pertain to what was searched, and I can go to certain websites if I type in the website URL directly. I have Deleted all history, Cache, and Cookies. I get the Same results in Firefox and Chrome.

Do a malware check with several malware scanning programs on the Windows computer.
Please scan with all programs because each program detects different malware. All these programs have free versions.
Make sure you update each program to get the latest version of their databases before doing a scan.
