A quick search on the internet indicates that 'connect error 10060' is generated by a Windows computer when your connection to the mail server can't be established. There's a previous post here about a similar error message: https://support.mozilla.org/en-US/questions/1098845 I don't know if the remedies that worked in that case will help you. I can't advise further I'm afraid, I don't use Windows software and have never had this problem myself.
