I tried to install Firefox on my iPad Mini and it says I need iOS 10. The iPad Mini is now stuck on iOS 9.3.5 and cannot be upgraded to iOS 10. Sorry for that, but you cant install firefox unless you upgrade your iPad to IOS 10

Are you jailbroken on ios 9? If so,theres a tweak called appadmin that maybe could help you if firefox has an older version that supports ios9 http://cydia.saurik.com/package/com.unlimapps.uaupdatetools/
