I don't want to always be asked where I want to save files. I'm okay for all future files to be saved in my Downloads folder. I go to settings and remove the Check mark for "Always ask where to save files". But this setting does not survive a Firefox restart/exit. Why not?

Check your profile folder for a user.js file that may be changing browser.download.useDownloadDir to false in about:config on startup.

Thank you zeroknight, i checked my user.js and I do see that my use of BetterFox has changed browser.download.useDownloadDir to false. So I've edited that to true
