I have a problem paying a bill in the USA

I must renew my Passport and it costs $120 and in the past I have done it with my Visa Card. But now for some reason it doesn't work any more. The US Government seems to think that the problem is with Visa! The problem is when I try to write the number of the Vise Card in the box that is provided, it only accepts 13 of the numbers that I type in, and not all 16. They suggest that the problem is with my Browser, and not with their s/w. Does Mozilla give problems when people like me, who want to send money from Germany to the US Government in America?

I have not heard of this before. You might need to use Microsoft Edge or another browser for this case until someone with access to the relevant screen can debug it.
