Hi!

Sync was integrated in the Firefox browser with the release of Firefox 4. If you are using a previous version of Firefox (i.e. 3.6) you should upgrade to Firefox 5 to get this feature.

If for an specific reason you need to stay in the previous version, you can still download Firefox Sync as an add-on but take in count this is not supported anymore.
