I followed the instructions in the "Safe Mode" article and "Importing Bookmarks from an HTML file" and the old bookmarks are still there when I restart.

Need to delete all bookmarks and replace them. I am seeing some bookmarks propagating themselves throughout the bookmarks list and I can't delete them in Organize Bookmarks.

I followed the instructions in the "Safe Mode" and "Importing Bookmarks from an HTML file" articles.

In Safe Mode, I checked the "Delete all bookmarks except for backups" check box and clicked the "Make Changes and Restart" button. The result: the old bookmarks are still there. I expected the bookmark list to be empty.

Why are the old bookmarks still there when FF restarts?

The file that stores bookmarks may be locked or damaged which is preventing them from being deleted. Try deleting places.sqlite as shown on this site - http://kb.mozillazine.org/Locked_or_damaged_places.sqlite

Firefox will try to import bookmarks from a backup when you restart Firefox. If you do not want that to happen, in the profile folder where you found places.sqlite, there will be a folder called bookmarkbackups containing a few files with extension .json, delete all of those files. Also delete or rename bookmarks.html in the profile folder to prevent Firefox trying to import bookmarks from that file.

Thanks! That seems to have solved the problem.
