Tbird V91.2.1: fails to download new messages at startup

I have 3 POP email accounts from the same service. All 3 are configured the same, and all have stopped downloading new messages at startup. Server settings that are checked: Check for new messages at startup, Check for new messages every 10 minutes, Automatically download new messages.

From the menu bar "Get Messages" > "Get All New Messages" works fine. Also the auto download every 10 minutes works fine. Just the download at startup seems to fail.

This sometimes fixes the problem: Help/More Troubleshooting, Profile Folder, Open Folder, close TB, delete session.json. Restart TB and see if it checks at startup.

I just went to try this and there is no session.json file found on my pc. When it shows up and I go to delete I am told it no longer exists there.
