My Firefox will not let other programs that I open show on screen unless I minimize Firefox. How can I make Firefox allow documents to show when I open them?

When I have Firefox open on my screen and I open any other document or file, they appear in the taskbar but will not show up in front of Firefox. Even Firefox-related items, such as the Firefox properties window, will not show in front of an open Firefox browser window. I have Firefox 29.0 on Windows Vista Home Premium.

There are other applications that can set certain windows to be on top. I used to have one when I was using Windows.
