Cannot remove Scriptff.dll to uninstall firefox. How can I remove it?

Firefox cannont connect to the internet. I tried to uninstall and it would not allow me to do so. A file named: Scriptff.dll will not delete. I would like to uninstall and reinstall so I can use firefox again.
