I cannot download a PDF file by right-clicking and "save link as"

I think that previously I could do this, and I still can in IE (ugh!), but in Firefox, when I try to "save link as" from a Google search, Firefox tries to download "url."

You are correct. Mozilla should have this option. If you have any PDF reader, then open the PDF and the PDF Reader will allow to save the PDF file. If you don't have any PDF reader installed or don't have any PDF Reader plugins installed in Firefox, then you need to just click on the PDF search result, and Firefox would start downloading.

I'm having the same problem with Google Search in other browsers, like IE. I think the problem is on Google's end, not with the browser.
