Web Push use special server to send you messages even when you do not have tabs open to this specific website. This is one way and is only about showing a message in a pop-up.

There is a checkbox in Page Info for the current website:

  • Tools -> Page Info -> Permissions : Receive Notifications

You can check what websites you have allowed to send you messages via the Push API.

  • Options/Preferences -> Privacy & Security -> Permissions -> Notifications

You can see all registered service workers on these pages: about:serviceworkers and about:debugging#workers

This was the useful part: "... is only about showing a message in a pop-up". Therefore there is no background updating of "data" taking place. Thanks.
