I want to stop the top page bar from sliding down when I hover over it to move from one tab to another I hope there is a way to stop the page from doing that and if I want to minimize the window I can go to the browser corner.

Hey there, sadly, that's a macOS feature that can't be disabled. It is meant so you are not able to lock yourself into an application by disabling the menu bar completely.
