Import bookmarks from Chrome doesn't give you the actual add date
If I use Import Bookmarks from HTML, it gives the the actual date added as well as the last access date. When I use your instructions to Import from another browser, It had today's time in all the bookmarks for Add Date. The last Access date appears to be correct when it's there, but it looks like it's missing access date on many of them. When I import from HTML however, it is randomly omitting some subfolders.
I looked at the HTML file, and the missing folders are in the HTML file.
I'm really in need of these dates. Any help is appreciated.

You could try using Chrome's bookmark export feature to see whether the dates are included: Import or export bookmarks - Google Chrome Help
(And then, you are familiar, but for anyone else reading: Import Bookmarks from an HTML file.)
Sorry, I see you tried that and got unexpected results (missing folders).
Could you try using Internet Explorer as an intermediary?
- export from Chrome
- import into IE (Windows Favorites)
- then export from IE to a fresh HTML file
In IE, try tapping the Alt key to reveal and menu bar and then on the File menu, check for Import and Export...
Missing folders can be caused by either to deep nesting or the presence of weird ANSI or Unicode characters in a bookmarks or folder name.
My folders all come over when I use the Import from another Browser. I guess I'll see if Google support has any ideas. It doesn't make sense that it has correct and complete dates in HTML file, but random missing folders. And on the other hand, the process that should be the best option - Import data from another browser - can't handle the dates but if does pick up all of the subfolders. And FYI, my folders are not nested too deep. I might have a Folder named Forums, and subfolders below that labeled "Firefox" "Windows 10" etc. I have to find a way to make this work. I don't mean to be greedy, and have my cake and eat it too..... but I need correct dates and complete sets of folders. Thanks for your suggestions.

If you were to compare the HTML export from Chrome with an HTML export from Firefox (the current snapshot with the wrong dates), I wonder if it would show any textual or structural differences between the files that would point to a way to fix up the export for import.
It's just hard to think of a tool that could overlook the date differences and highlight only the other ones. Probably you would need to delete the dates out of the two files and then compare them after that. Hmm...
(Hmm... means I'm tempted to develop this idea but I don't have time to do it right now!)
