It's just Microsoft's way to divert users from Firefox to there "Edge" old browser!

You can disable that tip balloon by following these steps: http://www.howtogeek.com/howto/windows-vista/disable-all-notification-balloons-in-windows-vista/

In Windows 10 go to   'Settings'   and switch off   'Notifications' .
