upper right corner title bar controls does not work

Using version 10.0.1 with Win XP 5.1 SP3. Firefox opens & seems to work properly, but controls in upper right corner of title bar do nothing. If I open Windows Task Manager they then start working, and keep working even after I have closed Task Manager. The workaround of using Task Manager to make Firefox work is annoying.

Does the keyboard shortcut Ctrl-Shift-W work to close the window? If not, I suspect that the problem is with the operating system. The shortcuts to maximize and minimize are listed here:

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance/Themes).

Shortcuts do not work either. I will investigate from the windows end. Thanks!
