Why do I have issues with webpage pdf downloading?

For a couple months there are just as many failed downloads as working ones. There is a split second, barely time to register seeing a download screen, that the phone switches over like it's going to open the file then it disappears with no record of it.

Are the downloaded files in the "Downloads" folder on your Android device?

No, files aren't in any location. Firefox just give an error message and these is no way to download the PDF files, other than the way that's not working!!!
