Had to bring up Edge, but in Edge there is a button to press then you can use tools like a highlighter and draw tool. When your done you can save it to Onenote, which i don't care for i just hit CTRL+P and save the page as a PDF. Then i have a webpage with highlights in a PDF. I don't ever remember FF having something like this but i haven't used FF since version 60 https://i.imgur.com/1VNQSUX.png https://i.imgur.com/2iFgchn.png

No, unfortunately, Firefox doesn't have a built-in feature to scribble on web pages. But possibly one of the add-ons will handle it.

When I look at the OneNote add-on description, it's not clear whether you can mark in the page before you "clip" it. Maybe take a look since it probably is more familiar than other options?
