Every time I delete a bookmark it returns within an hour. I've deleted my sync account, and everything associated with syncing. How do I fix this?

Places Maintenance {web link} Allows to run Maintenance tasks on the database that drives Places, the bookmarks and history module behind Firefox.

Open the Add-ons Manager. Locate the add-on and press the Options button. Then follow the directions.

If "Verify Integrity" on the "Help -> Troubleshooting Information" (about:support) page or Places Maintenance can't repair the places.sqlite database then remove all places.sqlite file(s) in the Firefox profile folder to make Firefox rebuild the places.sqlite database from the most recent JSON backup in the bookmarkbackups folder.

I have a very similar issue; I have looked through all the suggestions and none of them work. The suggestion from FredMcD took me to the correct page but...I got a message "Not compatible with Firefox Quantum". Was surprised that I was even using Firefox Quantum. In looking on the options, general tab, it shows that I am on Version 59.0.2 (64-bit). Same thing?

Regardless, I have deleted, various ways, bookmarks and they keep showing back up. And yes, I've gone through, and tried, all the suggestions that other users have tried.

I am running Firefox on Windows10. So, what is the issue? is there an addon that I need to get that will work with the Version that I have, or what? This is becoming frustrating.
