My Bookmark toolbar won't stay where I put it...below the Navigation tool bar. Why?

Using Customize I set up my toolbars in the following order: Menu bar, Navigation bar, and Bookmark bar....but it won't stay that way for long. After several searches or certainly when I reboot, the order always reverts to Menu, Bookmark and Navigation. How can I keep it from changing after I've set it up? [I'm using 32 bit Windows].

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

Do you use code in userChrome.css to set the Tab bar on bottom or do you otherwise use an extension to reorder toolbars?

You can look at the userChrome.css solution I posted in this thread to move the tabs to the lower position just above the browsing area without using an extension.
