Why will the tool bars not auto-hide when I'm in full screen?

In earlier versions of Firefox when I pressed F11 it would switch to full screen and the navigation bar and address bar would simply slide off the screen. I have a very tiny laptop monitor and the ONLY way that I can do many things such as checking my e-mail is because I have the full screen for the web page. In most cases even having the full screen I'm still unable to do things because I simply don't meet their resolution requirements. If this problem is not fixed, and fast. I will be forced to use a browser from someone else.

You can right click the Navigation Toolbar toolbar or free space on the tab bar and remove the check-mark on Hide Toolbars.

That menu option only appears when you are in FullScreen mode, not while you're in the regular mode. Plus, you need to have Hide Toolbars check-marked to have the toolbars be hidden when your cursor is away from the top of the screen.
