Is there a way to prevent add-ons from being disabled? (i.e. prevent safe-mode, etc.)

If you have a content blocker installed, it can be disabled by starting firefox in safe mode or by disabling it in the add-ons screen. Any way to prevent this?

No, you can't prevent starting Firefox in Safe mode to disable extensions.

You will have to use outside Firefox if you want to block content.
