where is tools and internet options for firefox

I am unable to select the "run" option whenever "downloading or installing" a plug in or add on. It only asks me if I want to save or cancel. I have done both repeatedly. And even when "saving" it does not show up anywhere on the computer, and currently all my add ons show: disabled. How do I enable them? And where is the tools and internet options bar or button ?
