I had the same problem after attempting an upgrade from Firefox 7.x to 9.0.1. I deleted the file named "firefox.exe.moz-upgrade" from the folder C:\Program Files (x86)\Mozilla Firefox. After that i was able to uninstall Firefox from the control panel. After rebooting i was able to install Firefox 9.0.1 and run it with no errors. My OS is Windows 7 Professional 64-bit. I was installing the UK English version (i had the US English version previously).

Just had this same problem. Based on other suggestions I found on the web, went to C:\Program Files\Mozilla Firefox and deleted all files that ended with upgrade and/or delete. Then I was able to uninstall Firefox and then reinstalled. Hope this helps!

Such issues are usually caused by security software that is preventing the updater from replacing files and deleting the Firefox program folder as posted above by bleninger should make it possible to install the full version instead of updating.
