I have a bookmark tap on the right top and on the left top. I'm trying to rearrange the order of the bookmarks on the right side to match the order there in on the left side. I'm not able to change the order there in on the right side. I tried dragging them down or up but it won't work. Does anyone know who to change the order of what my book marks are in on the right side?

Apologies if this is a recurring topic but couldn't find a reply that I could understand or was useful. I exported my bookmarks via HTML file and imported them to another laptop. They are showing in Bookmarks Menu > Bookmarks Toolbar but not on actual Toolbar. Sorry but non tech answer please.

I just tried to open Firefox and got the message "The bookmarks and history system will not be functional because one of Firefox's files is in use by another application. Some security software can cause this problem". DO NOT redirect to this link
It is useless. I tried to restore 3953 items from a previous back up and received the message "Unable to process the backup file".
I am not interested in hearing how to prevent this problem in the future, because obviously creating backups do not work.
How do I check to see if the problem was caused by security software, even though I have not added anything?
