To import bookmarks from Safari, Help says to select Import from the File menu, but there is no Import option there. What then is the first step to import Safari bookmarks?.
I was reading from the Help menu which does provide the warning that the material may be outdated since it is not supported.

The Import option has been moved from the File menu to the Library window; that article needs to be revised.
- Bookmarks > Show All Bookmarks to open the Library window
- In the Library window, Import and Backup > Import Data from Another Browser

when I go to bookmarks > open all bookmarks, there is no "import" option

Which Firefox version are you using?
The Import and Backup button is the third button on the toolbar in the Library that looks like a star.
