Does FF4 have new tabbing rules for accessibility?

User can now tab to certain div content that we could not tab to before in 3.6.

I have noticed through running some automated tests on FF4 b7, that you are now able to tab to content that is inside certain divs. You can see the difference by examining the tabbing difference between FF4 and FF3.6 on this page: http://archive.dojotoolkit.org/nightly/dojotoolkit/dijit/tests/layout/test_BorderContainer.html.

Is this a new feature in FF4 for accessibility or unexpected behavior? What are the new rules for tabbing to this content because I noticed it doesn't work on all divs.

The div was incorrectly getting focus whenever overflow was set to auto. I opened a ticket to track the problem:
