Clicking the "Translate this page" link, this seems to be a Ukrainian translation of the 용어 사전 article.
The staging copy didn't exist. It should get automatically created when moving an article from the staging area to the KB, but that article was created in the KB category.
If you come across this again, you can change the URL, so you are editing the KB version, then move the article to the staging area. Then move the article back to the KB.

For #3, that is an odd bug, in which articles get attached as a translation that is not equal to the language of the article. The fix is to detach the article (at https://support.mozilla.com/tiki-edit_translation.php?page=%D0%97%D0%B0%D0%BA%D0%BB%D0%B0%D0%B4%D0%BA%D0%B8 ), then re-attach it using the "Add existing page as a translation of this page" at the bottom of the tiki-edit_translation.php URL.
For #2, I'll fiddle with that later today. It is usually something in the article, that is causing the page to be wider than normal.
For #2, the problem is in this block of text:

It appears that the line-break inside the note is what is causing the sidebar to be pushed down. You can use %%% to cause a line-break, when an actual line-break is breaking things (tables, lists, etc.). So the new version of the text would be:

And another thing is: why would people which live not in Canada or USA need to see pasific standard time? It looks no good. For example, I need Kyiv time, not London or Hawai or Toronto time.
